2.  Ozone is a gas in our atmosphere that helps protect the surface of our planet from ultraviolet (UV) light.  UV light has enough energy to break apart deoxyribonucleic acid (DNA), which can lead to skin cancer in humans and other organisms.  Human activity used to emit chemicals into the atmosphere that destroyed ozone, eventually destroying most of the ozone over Antarctica.  Governments from around the world got together in the mid-1980s and signed an international treaty that banned the use of the chemicals that were destroying the ozone.  Since that treaty, the “ozone hole” has slowly begun to recover.  Scientists have known that carbon dioxide emitted from fossil fuel use has the potential to dangerously warm the planet for almost a century.  Describe two reasons why world governments have been unable to come to an agreement on what to do about carbon dioxide emissions.
